1. General regulations
1.1 Present Regulation was developed and adopted in accordance with the Charter of the International Association of designers VATIKAM - hereinafter referred to as the Association, with current legislation of the Republic of France and standards of international law.
1.2 Present Regulation applies to members of the Association VATIKAM, its representatives and representative offices irrespective of their country of residence.
1.3 Executive body of the Association is the President of the Association, acting in accordance with the Charter of the Association, regulations on the President of the Association and on behalf of the Association.
1.4 Members of the Association VATIKAM can be designers from all industries and transport engineering, specialists of architectural and artistic professions, including fine arts, decorative arts, sculptors, restorers, art experts, craftsmen and lovers of folk arts, teachers of educational institutions and students, as well as legal entities, including educational institutions, commercial and non-profit organizations and foundations, accepted the Charter VATIKAM.
1.5 Besides each member of the Association receives personal page (free personal domain name) on the website VATIKAM, on his profile page next to the name and photography there is the image of the badge of a Member of the Association VATIKAM and the inscription «Member of the Association». For visitors of the website there is a selection mechanism of only members of the Association portfolios among the entire mass of portfolios, sorting is implemented by using the menu button «Statuses».
2. Conditions and procedure for acquiring the status of a member of the Association VATIKAM
2.1 Admission to membership in the Association is effected by submitting in a set form and the standard blank of written application and the completed questionnaire with applied profile picture sized 3x5 cm.
2.2 Applicant interested in becoming a member of the Association shall be a member of the Association VATIKAM, have the registration on the website VATIKAM, arranged profile and duly executed portfolio (without limiting the number of works).
2.3 Applicant shall be a member of not less than two contests and/or exhibitions held by the Association VATIKAM. The presence of diplomas, honorary certificates and letters of appreciation for participation in contests are encouraged.
2.4 Applicant's portfolio shall comply with the requirements and rules set up on the website VATIKAM.
2.5 Application of the applicant for membership in the Association is considered by the administration within 10 working days during which prepared a petition addressed to the President of the Association of acceptance of applicant to membership in the Association.
2.6 Submitted petition is considered by the President of the Association within 15 days. During consideration the decision is rendered on admission to membership of the Association or the refusal of admission to membership of the Association.
2.7 The President's decision about the refusal in admission to membership of the Association is not subject to appeal. Upon receipt of refusal in admission to membership in the Association the applicant will receive a reasoned response from the administration and offered the opportunity to reapply after 6 months.
In exceptional cases of refusal in admission to membership of the Association reapplying is not be considered.
2.8 Exceptional cases of refusal in admission to membership of the Association which deprive the applicant of the right to reapply are:
- gross violation by the participant of the Charter and regulations of the Association as well as the requirements specified in the clause 4 of the «Terms of service of the website VATIKAM» http://vatikam.com/terms-of-service
2.9 After consideration by the President of the Association administration’s petitions for the admission of the project participant to the Association, the President of Association takes the decision on inclusion of the applicant in the membership of the Association.
2.10 The applicant is notified about the accepted decision.
2.11 After receipt of the notification the applicant pay into the account of the Association one-time entrance fee of EUR 100 within 5 working days.
2.12 After receipt of funds to the account of the Association the applicant is given the status of the Member of the International Association, he is awarded with member certificate of the Association and the breast badge.
3. Rights and responsibilities of the President of the Association
3.1 The President of the Association has the right to:
3.1.1 Add suggestions on amendments and additions to the Charter and the constituent documents of the Association at the meeting of the founders of the Association;
3.1.2 Found and abolish previously established representative offices of the Association in different countries of the world;
3.1.3 Hold meetings and referendums of the members of the Association in accordance with the Charter of the Association;
3.1.4 Elect the Presidium from among the members of the Association for a period of 5 years;
3.1.5 Vest the Presidium with authority of the governing body accountable only to the President of the Association;
3.1.6 Elect chairman of the Presidium from the membership of the Presidium of the Association;
3.1.7 Contribute suggestions for pre-term dissolution of the Presidium and election of new members of the Presidium of the Association;
3.1.8 Keep financial and material counts of the Association;
3.1.9 Agree with the founders of the Association issue about organization of own educational institutions;
3.1.10 Organize own creative workshops and design studios;
3.1.11 Organize own exhibitions, galleries, auctions and clubs;
3.1.12 Organize an online store and platforms for e-commerce of works of members of the Association;
3.1.13 Develop, approve and register awards of the Association with the consent of the founders of the Association including: honours, medals, breast badges, diplomas and certificates;
3.1.14 Reward deserving members of the Association with awards of the Association in accordance with the provisions on awards of the Association;
3.1.15 Confer the members of the Association deserved and honorary titles in accordance with the regulations of the Association;
3.1.16 Register and issue print and electronic publications of the Association including magazines, newspapers, catalogues;
3.2.17 Shall have exclusive authority in decisions on admission and exclusion of members of the Association;
3.2.18 Shall have functions for controlling the Presidium of the Association and powers to the early dissolution of the Presidium of the Association.
3.1.19 Demand from members of the Association compliance with standards of International law, including compliance with the legislation of host countries as well as the Charter and regulations of the Association.
3.2 Responsibilities of the President of the Association:
3.2.1 The President of the Association is obliged to comply with accepted Charter, Regulations and Rules of the Association as well as international legal standards in host countries, both members and representatives of the Association;
3.2.2 Promptly inform members of the Association about changes in the Charter and constituent documents of the Association;
3.2.3 Report annually to the founders about activities of the Association;
3.2.4 Publish annual reports of the Presidium of the Association;
3.2.5 Keep permanently relevant register of the members of the Association;
3.2.6 Keep financial and material counts of the Association;
3.2.7 Take all possible measures to promote works of members of the Association;
3.2.8 In order to increase the popularity and publicity of the Association and its members update constantly electronic and print resources of the Association;
3.2.9 Represent and protect interests of the members of the Association in any country of the world;
3.2.10 Provide financial support to projects and resources including website and other platforms of the Association at the expense of sponsorship and funds attracted including contributions from members of the Association.
3.2.11 Lead all organizational work of the Association and ensure continuous operations of the Association;
3.2.12 Regulate possible disputes arising between members of the Association and (or) between the participants and the Association;
3.2.13 Consider and decide on appeals of participants and members of the Association;
3.2.14 Consider appointments of a project member to the Association and expulsion of a project member from the members of the Association;
3.3 Rights of the member of the Association:
3.3.1 The member of the Association has the right to:
3.3.2 Post his works on the website of the Association without restriction the amount of works and portfolio;
3.3.3 Be published in news, magazines and catalogues of the Association;
3.3.4 Participate in exhibitions, contests and auctions of the Association;
3.3.5 Be a member of clubs of the Association;
3.3.6 Has the right to be rewarded with special awards, orders, medals and other awards of the international Association:
3.3.7 Has the right to receive special titles of the Association in accordance with his profession, for example: "Honoured designer", "Honoured artist", etc.;
3.3.8 Has the right to receive the honorary title "Honorary member of the International Association VATIKAM".
3.3.9 Has the right to be elected to the membership of the Presidium of the Association;
3.3.10 Has a preferential right to be employed in the relevant structures of the Association.
All awards and titles are conferred on the member of the Association for his special merits, support and contribution to the development of the project of the international Association including development of design, art and culture.
Awards and titles are conferred on the member of the Association by decision of the Presidium of the Association which shall be approved by the President of the Association.
4. Responsibilities of the member of the Association:
4. Member of the Association is obliged to:
4.1 Comply with the Charter of the Association, Regulations and Rules of the Association, as well as international legal standards in host countries, both members and representatives of the Association;
4.2 Comply with the Terms and Regulations of use of programmes and the website of the Association.
4.3 Pay to the Association an annual membership fee of EUR 50 (once every year to help support the website and other projects of the Association used by participants themselves and Association members).
4.4 Respect rights of other members and participants of the Association;
5. Grounds and procedure for termination of membership in the Association
5.1 Grounds for termination of membership in the Association are:
- exclusion from members of the Association,
- secession from members of the Association.
5.2 Exclusion from membership of the Association is possible in case of gross violation or non-performance by the member the Charter, Rules and Regulations of the Association.
5.3 Secession from members of the Association is made:
- of own volition of the member of the Association;
- for non-payment of the membership fee for a period of more than one year.
5.4 When there is the member’s exclusion or secession from the Association, previously made the entrance fee and annual membership fee are non-refundable.
6. Final regulations
6.1 Decision on admission to membership of the Association and secession or expulsion from membership of the Association assign to the exclusive competence of the President of the Association and may not be appealed at judicial bodies.
